Streamlined CHANGE messages and added ARC version on all changes. Should be reviewed to check if everything is correct. Removed unecessary repitiions in the CHANGE message if this is already mentioned in the block/parameter description. Removed information in CHANGE message that a new block turns on/off a feature/service as this is already explained in the reference as the way blocks work
