Timecheck maxdiff 0.2 seconds causes arc-config-check to fail

The allowed maxdiff between ARC-CE and europe.pool.ntp.org is hardcoded to be 0.2 in arc-config-check. This causes at least some virtual machines I am using to always fail the config-check. Even after repeated updates of ntp towards europe.pool.ntp.org the time-diff is at least 0.5 s.

Hack I am applying is to increase the allowed maxdiff to 60s after installing ARC.

Could the maxdiff be increased to e.g. 60s as a default?
