Several python utils inside src/utils/configparser directory

Change src/utils/configparser directory name to reflect its content.

There are already 2 places for python modules, including SWIG and configparser. To keep things simple there are no need for another dozens of drectories for each new tool, e.g. arcctl now resides in configparser directory. But this is misleading. The suggestion is to change src/utils/configparser to src/utils/python to hold all python-based ARC CE tools.
