Remove package requirement for new arc-arex-ws service (BUGZ-4020)

Maiken requested to merge packagefix_arcctl_bug4020 into master

arcctl service could not be used as a corresponding package for the arc-arex-ws service was expected. Removed package requirement as that is not needed according to Aleksandr.
