This commit filter Endpoints that can be used by internal to file:// URIs or exact localhost name.

The result looks sane:

DEBUG: Found HED:TargetInformationRetrieverPlugin INTERNAL (it was loaded already)
DEBUG: The endpoint (arc6.univ.kiev.ua) is not supported by this plugin (INTERNAL)
