Description
Implementation of mincputime and minwalltime in arc.conf for cluster and queue
This fix adds the required datastructures and logic in infoproviders infosys/cluster and queue: blocks, as well as entries in arc.conf for new options. @Konya @andrii check the syntax, my tests show no issues.
This change is not very useful unless the client does brokering on it, I suggest that @andrej creates a feature request for the client in bugzilla describing the preferred behaviour, and links it to the above bug for tracking.
