Update .gitlab-ci.yml - Added configure after the builddep stage in order to update the list of enabled software modules. Was preventing some unit-tests from running since Inline::Python perl module was marked as missing after the first configure which uses the ARC 5 spec file from the repo.

Fixes for healthstatus using netstat or ss. Not yet complete, requires rework of ARC1ClusterInfo. Refer to GLUE2 LDAP for best practice
