Added a simple command line client tool for the echo service (apecho). It will be used in the README file for the first technology preview release of new ARC in order to have something without dependencies on components from old ARC. This time I also remembered svn add... :-)

Added a simple command line client tool for the echo service (apecho). It will be used in the README file for the first technology preview release of new ARC in order to have something without dependencies on components from old ARC.

This code has purpose - to distinguish XML doc and all other nodes. Doc can have only one child node.

Change namaspace of security stuff; add addItem interface for ArcRequest in order to set requestitem from non-xml
