Improving validation step (BUGZ-4238)

Rename validate_services to validate_service which is more in line with the command arcctl service verify

Another attempt - now moving the full verification to Services - for a new arcctl service verify functionality that does what the old arcctl config verify used to do. And arcctl config verify now only does the actual validation of arc.conf

Added possibility to use wlcg.groups token claims as VOMS attributes. BUGZ-4236
