Job environment variables for job identification. (Fixes BUGZ-3948)

Adds job's environment variables: GRID_GLOBAL_JOBURL - URL which roughly represents job on service GRID_GLOBAL_JOBINTERFACE - interface used for job submission (same as in arcsub) GRID_GLOBAL_JOBHOST - hostname of the CE/cluster frontend
