hostname should not be mandatory

David Cameron requested to merge dcameron/arc:hostname into master

Change validator and reference so that hostname is not mandatory in arc.conf.

Note: infoproviders fail with

Undefined subroutine &ConfigCentral::hostname called at /opt/arc/share/arc/ConfigCentral.pm line 1114.
