Low version number is probably causing deploy and dependency problems in the Gitlab CI.

Maiken requested to merge gitlab-ci-debian-fix into master

The deploy step in all debian flavours have problems pointing to version issues:

The following packages have unmet dependencies:
 nordugrid-arc-arex : Depends: libarccommon3 (= 6.0.0-1) but it is not going to be installed
                      Depends: nordugrid-arc-hed (= 6.0.0-1) but it is not going to be installed
                      Depends: nordugrid-arc-arcctl (= 6.0.0-1) but it is not going to be installed
                      Depends: nordugrid-arc-arcctl-service (= 6.0.0-1) but it is not going to be installed
                      Depends: nordugrid-arc-plugins-needed (= 6.0.0-1) but it is not going to be installed

Or if installing libarccommon3 first:

The following packages have unmet dependencies:
 nordugrid-arc-arex : Depends: nordugrid-arc-hed (= 6.0.0-1) but it is not going to be installed
                      Depends: nordugrid-arc-arcctl (= 6.0.0-1) but it is not going to be installed
                      Depends: nordugrid-arc-arcctl-service (= 6.0.0-1) but it is not going to be installed
                      Depends: nordugrid-arc-plugins-needed (= 6.0.0-1) but it is not going to be installed
                      Breaks: libarccommon3 (< 6.5.0~) but 6.0.0-1 is to be installed

Increasing the version to see it that takes care of the problem.
