Try to fix Debian riscv64 build

6.9.0-1 and -2 do not have this proposed change applied and the builds failed. 6.9.0-3 has this proposed change applied and build succeeded. Earlier builds did not try to build the xrootd plugin, since xrootd was not in Debian until recently.
