Fix path for arcctl job log and script (BUGZ-4103)

This fix the path to .errors in the fragmented controldir so arcctl job log and arcctl job script works.

I have also added small feature enhancement the -r option that print log without splitting out the script.

Useful if script generation failed, etc. Just to replace cat job.xxx.errors as it is more problematic with current controldir to do.
