ARC7 client cleanup: removing legacy pre-ARC6 submission options (Fixes BUGZ-3936)

To make client cleaner in ARC7, this MR aims to remove the pre-ARC6 options (e.g. -c, -S, -I).

It also expand the new set to other tools like arcinfo with very minimalistic renaming of -c to -C.

The interface options for arcinfo filtering are handled old way, bacically just first -T or -Q specified. I doubt this is anyhow useful feature anyway.
