Improve logging in accounting publishing

Adding the brief logs of records sent to central repositories to improve visibility in Jura logs and during republishing.

For individual records, the debug loglevel is needed.

The most wished feature - APEL summaries/syncs are on the info level, as they are already summarized and will not extremely flood logs.

P.S. Never tested, someone with accounting publishing enabled should test the change-set. Testing: run republish with -d INFO and/or read the jura.log after update.
