Multiple APEL summaries versions support
In the APEL target configuration:
allowedvalues: urs summaries summaries-v04summaries is the v0.2 summaries.
To merge this into master, !1730 (merged) should be applied to the master as well.
Deprecates: !1738 (closed) and !1733 (closed)
