Suggestion to add ganglia-like corecounts

Maiken requested to merge maikenp/arc:infosys_corecount_per_slot_and_state into next

Creates OtherInfo field as the following, where main is the queue (and the only queue in this case):

<OtherInfo>main_INLRMS:S=0,main_INLRMS:Q=1478,main_PREPARING=25,main_INLRMS:E=1,main_INLRMS:O=1,main_INLRMS:R=1989</OtherInfo>
