Remove default 1 hr timecutoff

Maiken requested to merge maikenp/arc:arcctl_datastaging_remove_timecutoff into next

Changing behaviour of the arcctl summary job and file option. If no start-time window is specified all current INRLMS and PREPARING jobs will be shown. This is in order to actually be able to get the full picture of datastaging for the jobs that are INLRMS and PREPARING mode, and the user does not have to guess an appropriate cutoff value.
