Put back %changlog section in RPM specfile
Fixes build warning:
$ rpmbuild -bs nordugrid-arc.spec
warning: %source_date_epoch_from_changelog is set, but %changelog has no entries to take a date fromWe have disabled local account creation from: https://source.coderefinery.org/users/sign_up because of the amount of bots.
New accounts must now be created through WAYF / eduGAIN. You can still login with a local account for now.
