Rename LOCAL submission plugin to INTERNAL

* The naming of the files related to the plugin are now renamed from LOCAL to INTERNAL.

  • Also the folder under arex previously src/services/a-rex/localjobplugin-> src/services/a-rex/internaljobplugin
  • And to manually select interface we now have:
    • arcsub -c localhost -S nordugrid.org.internal instead of previously: arcsub -c localhost -S nordugrid.org.local
