Arcctl hostcert fix

Maiken requested to merge (removed):arcctl-hostcert-fix into dev-arcconf-reconf-new-parser

  • Fixed wrong order when changing permission for the host-cert files. The files are created in a tmp-dir, and the chmod uses the destination directory workdir, before the files have been moved to that destination.

  • Loosened the permission requirements to allow both 400 and 600 for host cert key. No reason to enforce 400.
