arc.conf.reference: removal of DELETED options & blocks

Balazs requested to merge Konya/arc:arc.conf.clarifications into master

Implemented the agreed cleanup of the config reference file: created a new arc.conf.DELETED file and moved there all the DELETED options and blocks. Also removed the numbering from the CHANGE fields.
