Description
Fixes #3753 - Additional patch for Condor HOLD jobs now counted as SUSPENDED to fulfill WLCG requests
- Jobs in HOLD state are no more added to the queued jobs in Condor.pm
- Jobs in HOLD state are now moved to the INLRMS:S state, so that they're not counted as Running nor Queued in the renderings.
Whether this is a good idea is debatable, see bugzilla BUGZ-3753 for arguments against and in favor.
