@dcameron cache.py library code had been reworked to arccandypond tool.

ENV/CANDYPOND (when requested) will copy arccandypond tool to job sessiondir on WN and set the PATH and CandyPond URL to allow tool usage from job script.

P.S. Implements "client/cache make it candypond" cleanup task via new feature that deserves a dedicated merge request. Will be merged from master to cleanup branch.
