Run systemd ExecStartPre as root

Mattias Ellert requested to merge ellert/arc:systemd-exec-pre-as-root into master

Add PermissionsStartOnly=true so that User=ldap applies to ExecStart only and not to ExecStartPre. BUGZ-3808.
