arcctl tool with RunTimeEnvironment and Jobs control classes implemented

Includes:

  • arcctl itself with general structure of arc.control modules
  • RunTimeEnvironment and Jobs control classes
  • changes in RTE handling in backends (including unit-tests)
  • changes in RTE handling in infosys
  • autoconf and packaging changes for arcctl and related parts
  • arcctl man page :)
