Make all job storage formats keep information needed for ARC REST interface. Fixes BUGZ-3826
Make BDB and SQLite job storages keep mostly same information as XML storage does.
We have disabled local account creation from: https://source.coderefinery.org/users/sign_up because of the amount of bots.
New accounts must now be created through WAYF / eduGAIN. You can still login with a local account for now.
