Debian packaging update

Update the debian packaging. This enables systemd in the debian builds. This brings the debian packaging in ARC closer to what is used in the official Debian builds, while still using compat level 9 in order to be compatible with older releases. (The official Debian build uses compat level 11) I haven't on purpose broken any of the older releases we support, but a nightly will tell if some additional conditionalizing is needed.
