Move ARC python SDK dependencies to python-lrms package (Fixes BUGZ-3884)

There is a packaging leftover that A-REX depends on python SDK.

According to the code check it is needed only by python-lrms that is now in dedicated package.

These dependencies are moved to python-lrms package.

Removing not needed dependencies is useful to minimize possible side effects (e.g. in BUGZ-3876).
