Adding versions info arc.conf.referenc

Maiken requested to merge adding_versions_info_arc.conf.referenc into master

In tagged version for 6.6.0 release 390568b9 we forgot to add the version information related to arex/ws/publicinfo and the authtoken blocks/parameters.

Although the publicinfo changes are in fact included in the tag for release, we silently introduce it for now. But update arc.conf.reference with version information for next release.
