  • Streamlined CHANGE messages and added ARC version on all changes.
  • Removed unecessary repetitions in the CHANGE message if this is already mentioned in the block/parameter description.
  • Removed information in CHANGE message that a new block turns on/off a feature/service as this is already explained in the reference as the way blocks work

Should be reviewed to check if everything is correct.
