Show all jobs not processed by infosys as being in initial state (BUGZ-3902)

Aleksandr Konstantinov requested to merge aleksandr.konstantinov/arc:job_too_fast_for_infosys into master

To avoid unsync information coming from infosys and directly from internal job handling code of A-REX make A-REX ES interface always report job as ACCEPTED while infosys has not yet processed job.
