Arex ganglia failed job per last 100 (Fixes BUGZ-3938)
In the first implementation of the fail-rate a quick-solution was used to calculate the fail-rate of failed-jobs/all-jobs . In gangliarc the failed jobs were the number of failed jobs per last 100 jobs.
Now the same definition of the failed jobs as in gangliarc (and ARC 5) is implemented.
