ENHANCEMENT/FIX: all GLUE2 endpoints will have QualityLevel: testing. EMI-ES Endpoint InterfaceVersion is changed to the current specification version, 1.16.

Bugfix: Check that querying the passed GLUE2 LDAP information endpoint succeeded, and also check that at least one of the subsequently initiated JobListRetriever plugins succeeded - otherwise failure should be returned. Fixes bug 3199.

fix for bug 3200 - CheckSum object is only valid when checksum is complete and this method is called at the start of a transfer, so it always returned -1 and checksums were never added to the DataPoint

Support for Stat in List using WebDAV. First attempt is made usimg WebDAV and fall back to plain HTTP. Not everything is tested.
